SEAP@BEEP and SEAP@GEB Programme

The SEAP@BEEP and SEAP@GEB programmes have been introduced to provide guidance and technical advisory services to Bumiputera micro enterprises and Small and Medium Enterprises (SMEs) through the Bumiputera Enterprise Enhancement Programme (BEEP) and the Galakan Eksport Bumiputera (GEB) programme. The guidance and advisory services will be provided by experts under the SME Expert Advisory Panel (SEAP) that comprises knowledgeable and experienced industry experts in various fields.

Under the BEEP Programme, SEAP experts can provide specialised guidance and technical advisory services in the areas of digitisation, technology adoption, e-commerce, quality certification and marketing. Under the GEB Programme, SEAP experts can provide guidance and technical advisory services specifically in export-related areas such as strategies for export markets, overseas marketing & promotion, quality certification and halal product development.

Industry experts who are interested in becoming SEAP experts and comply with the following eligibility criteria* are invited to register through online registration [click here].


*Eligibility criteria for SME Expert Advisory Panel (SEAP) under  the SEAP@BEEP and SEAP@GEB programmes:

  • Bumiputera Malaysians who have a company registered under SSM / Business Registration Certificate with a Professional Body / Authority or District Office in Sabah / Sarawak
  • Retired / Not working with other departments / agencies / organisations
  • No conflict of interest with company applying for BEEP Programme or GEB Programme
  • At least 10 years of working experience in a related fields (flexibility in ICT) and supported by minimum qualifications such as Diploma / Degree holder with relevant academic background & recognised by Government institutions or registered in any professional association or international organisations.
  • Preference is given to experts in the areas of organisational transformation, digitalisation, technology adoption, e-commerce, quality certification, domestic marketing and export-related fields such as strategies for export markets, overseas marketing & promotion, quality certification and service / halal product development.
  • Preference is given to existing SEAP experts under SME Corp. Malaysia.

Under the SEAP@BEEP and SEAP@GEB programmes, Bumiputera micro enterprises and SMEs can appoint registered SEAP experts to provide guidance and technical advisory services in the required fields. The cost for the SEAP expert services is included in the scope of assistance under the BEEP and GEB programmes. Application for assistance will be opened in September 2021.

All commitments and assistance extended under the said Programme are subject to the availability of fund. SME Corp. Malaysia reserves the right to discontinue or suspend the Programme, or change the content or formatting of the Programme, at any time without notice to anyone, and to require the immediate cessation of any specific use of the Programme. In addition, we reserve the right in our sole discretion to suspend, terminate or restrict the public's access to the Programme at any time and for any reason. SME Corp. Malaysia will not be held liable for any loss or damage suffered by any Parties participating in this Programme.

SME Corp. Malaysia also never appointed a consultant/third party for companies to fill and submit applications under this program. If it is found that the company uses a consultant/third party, SME Corp Malaysia reserves the right to cancel/withdraw the company's application automatically.

Providing false or misleading information for the purpose of defrauding SME Corp. Malaysia is a crime under the Penal Code which penalties include imprisonment and with whipping and shall also be liable to fine. In addition, SME Corp. Malaysia may deny any benefits, rewards or assistance if false information is associated to an application.

SME Corp. Malaysia also wish to highlight the provision under Section 17A MACC Act 2009 is a provision that stipulates a corporate liability principle where a commercial organisation can be considered guilty if any of its employees and/or associates commit corruption for the benefit of the organisation. The commercial organisation is also considered guilty in the event whether or not, the upper management or its representatives know about the corruption acts committed by its employees or associates.
