SME Corp. Malaysia focuses on market access and the internationalization of SMEs to develop and promote their transformation into global markets by establishing a clear market-based framework. With a holistic approach encompassing various market access and internationalization programs and initiatives, SME Corp. Malaysia ensures that SMEs receive comprehensive support through initiatives aimed at penetrating global markets, including the Matching Grant Initiative, Export Mentor Initiative and Soft Loan Initiative under the SMEs Export Enhancement Programme.

 

SMEs Export Enhancement Programme: Matching Grant Initiative

The objective of SMEs Export Enhancement Programme : Matching Grant Initiative is to encourage, assist, and enhance the number of eligible, competitive, and high-potential SMEs to export and penetrate international markets.

 

The programme is implemented to provide financial assistance in the form of a matching grant to finance the implementation of internationalization projects by SMEs through two (2) export programmes, namely:

  1. Galakan Eksport Bumiputera (GEB) - maximum grant of up to RM250,000 (open to Bumiputera SMEs)
  2. SMEs Go Global Program (SMEGG) - maximum grant of up to RM200,000 (open to all)

 

The Matching Grant amount is 50% of the project implementation cost.
The minimum project implementation cost that is eligible for the grant is at least RM100,000.

 

The grant offered only involves export activities that have been implemented from 1 January 2024 until the date of application which covers the components as below:

  1. Export Advisory & Services
  2. Office Management Overseas
  3. Manufacturing of product prototypes for international buyers
  4. Export Packaging Services
  5. International buyers‘ audit visits to Malaysia
  6. Market Immersion Activities Overseas
  7. Certification & Compliance with International Standards
  8. Training / Courses / Seminars / Conferences Related to Export
  9. Productivity and Automation

 

Qualifying Criteria

  • Possess Malaysian SME Status Certificate issued by SME Corporation Malaysia.
  • At least 60% Bumiputera equity (GEB)or at least 60% Malaysian equity (SMEGG).
  • Valid business licenses from local authorities and operating at valid business premises (subject to business activities).
  • Have been in business operations for at least 3 years.
  • Minimum 3-Star SCORE rating and above issued by SME Corporation Malaysia or SCORE Strategic Partners
  • Latest annual sales at least RM1 million.
  • Latest Audited Financial Statement for at least 2 years.
  • Submit business income tax statement (with valid evidence) under the Income Tax Act 1967.

  • Processing fee of RM150 will be charged for each application.
  • Administrative fee of 2.5% of the grant amount will be charged after approval is given.
  • Companies that have participated in SMEs Export Enhancement Programme from 2021 to 2024, are only eligible to be considered for grant approval based on the unutilized grant balance. The amount of grant balance considered is based on the balance of each project component that has been paid or disbursed.

SMEs Export Enhancement Programme: Export Mentor Initiative

 

The SMEs Export Enhancement Programme: Export Mentor Initiative (ME) is an initiative offered by SME Corp. Malaysia aimed at enhancing knowledge and providing guidance to SMEs for exporting. The implementation of this initiative is carried out by appointed Export Mentors (ME).

 

Purpose of Expression of Interest (EOI) 
This Expression of Interest (EOI) invites eligible service providers to apply to become Export Mentor (ME) under the programme.

 

Role of Export Mentor (ME)
Export Mentor (ME) are responsible to conduct training and guidance to eligible SMEs across four (4) key components:

  1. Component 1: Firm Assessment
    Evaluate and screen SMEs, as well as their products or services, based on their export potential, viability, readiness, and commercial capabilities.
  2. Component 2: Export Training and Guidance
    Provide training and tailored export guidance to help SMEs penetrate targeted international markets. Focus regions include ASEAN, Europe, the Middle East, Central Asia, and South Africa.
  3. Component 3: Market Exploration Activities
    Carry out market exploration activities that can assist SMEs' products and services in entering the targeted international markets.
  4. Component 4: Monitoring and Impact Assessment Reports
    Monitor progress and report the performance of SMEs to SME Corp. Malaysia on a regular basis.

 

Eligibility Criteria for Export Mentor (ME)
To be eligible, ME must meet the following criteria:

  1. Entities registered in Malaysia, including Sdn. Bhd., Non-Governmental Organizations (NGOs), Business Associations, and Cooperatives that are valid with experience and expertise in implementing related projects; AND
  2. Must have Audited Financial Statements (Registrar of Companies Malaysia – ROC) or Certified Financial Statements for the Department of Registration of Organizations Malaysia (Registry of Societies of Malaysia – ROS) for the latest 2 years.
  3. Preference will be given to entities with at least three (3) years of experience and expertise in conducting export development programs or activities related to export market exploration.

The final selection will be determined by SME Corp. Malaysia’s Selection Committee, and all decisions made by the Committee are final.

SMEs Export Enhancement Programme: Soft Loan Initiative

Under collaboration between SME Corp. Malaysia and Majlis Amanah Rakyat (MARA), a soft loan financing scheme is offered to qualified SMEs.

The scheme provides financing facilities to assist potential Bumiputera SME entrepreneurs penetrating to international markets.
