SME Integrated Plan of Action (SMEIPA)

Objective
SME Corp. Malaysia as the Central Coordinating Agency (CCA) is tasked to explore and enhance the smooth facilitation and data collation of SME development programmes. Acting in this capacity, SME Corp. Malaysia coordinates, streamlines, monitors and evaluates the progress and effectiveness of SME development programmes through SME Integrated Plan of Action (SMEIPA). In essence, SMEIPA is designed to facilitate:
i. Coordination of SME planning
ii. Implementation of SME development programme
iii. Monitoring and evaluation of the performance and achievements
Definition of Focus Area
1. SME Masterplan 2012 – 2020 served as a solid basis in the development of SME through comprehensive framework. SME development programme is categorised under Focus Area which SME Masterplan has highlighted as factors that influence the performance of SMEs; which are Access to Financing, Market Access, Human Capital Development, Innovation and Technology Adoption, Infrastructure as well as Legal and Regulatory Environment.

2. Access to Financing
SME development programmes in this category are geared to financial assistance or financing to SMEs. These include microfinance, loans and credits, grants, guarantee schemes, venture capital, working capital and equity financing.

3. Market Access
SME development programmes in this category are focused on ensuring sustainability with access to information, domestic and international promotion, branding initiatives, vendor development, certification and value chains.

4. Human Capital Development
SME development programmes under this category include training in cultivating entrepreneurship, entrepreneurship development, upgrading skills, workforce development and support start-ups business.

5. Innovation and Technology Adoption
SME development programmes in this category are focused on product development, productivity improvements, technology transfer, technical advice as well as research, development and commercialisation (R, D & C).

6. Infrastructure
SME development programmes in this category are geared towards construction or upgrading of business premises and utilities, incubators and broadband. All physical infrastructure in the construction phase whether new construction or upgrades must be reported for monitoring implementation purposes. In addition, the Ministry is also asked to report on all available physical infrastructure facilities to enable monitoring number of units and occupancy rate. For information infrastructure and regulatory infrastructure, reporting is only required for programmes at the construction stage. Existing infrastructure does not need to be reported.

7. Legal and Regulatory Environment
SME development programmes in this category are geared to compliance with applicable laws, policies and legislation.
