Inclusive MSME Ecosystem Programme (i-SEE)

Programme Background
Inclusive Ecosystem Programme (i-SEE) is a programme to empower inclusive communities and encourage community transformation in rural areas.

 

Programme Objectives
To encourage innovators/companies to implement innovation projects that provide products or services to promote community transformation for the benefit of Target Groups (e.g., B40 Group, youth, retirees, single mothers, elderly, and PWDs.

Financial assistance is provided in the form of grants to innovators/companies to empower the target groups and promote community transformation through mentoring and technical support.

 

Five (5) Key features of the i-SEE Programme
The products or services produced must have the following characteristics:

  1. Affordable;
  2. Sustainable;
  3. Large-scale access;
  4. High quality; and
  5. Readily usable.

 

Scope of Assistance Under The i-SEE Programme
A maximum grant of RM200,000.00 is available for each innovator/company for:

  1. Intellectual property protection, including prior art search;
  2. Concept design and prototype development;
  3. Prototype manufacturing and standardisation;
  4. Product testing and validation;
  5. Compliance certification and regulation; and
  6. Pre-commercialisation.

 

Type of i-SEE Programme Model 

  • INNOVATOR MODEL - COMPANY:
    Grant assistance for each innovator/company for:
    a. IP registration search;
    b. Concept design;
    c. Prototype development;
    d. Product testing and validation, pilot project testing among users; and
    e. Compliance certification.
    Additionally, there is also supplementary support provided in Regulation, Innovation Training, and Entrepreneur Development within the community.

  • COMMUNITY ENABLER MODEL:
    Grant assistance for each innovator/company for innovations that benefit the community. The grant scope includes Product Development, Industrial Design, Pilot Testing, and User Training.

  • LICENSING MODEL:
    This model is specifically for innovators who do not intend to become entrepreneurs but are willing to license their innovation to interested parties. Grant assistance for each innovator, for the registration of IP, Commercial Prototype Production, Industrial Design, and costs for Compliance Certification and Regulatory Process.

  • INTELLECTUAL PROPERTY MODEL:
    Grant assistance for each innovator/company for IP registration, Patents, Trademarks, Copyrights, Industrial Designs, Layout Designs, and Geographical Indications.

 

Criteria for Eligibility and Programme Scope

Basic Criteria for Innovators / Companies:

  1. Businesses registered with the Companies Commission of Malaysia under the Companies Act 1965 or 2016, the Limited Liability Partnerships Act 2012, or the Trade Licensing Ordinance 1948 (Sabah & Sarawak);
  2. 100% equity of the company is locally owned;
  3. Must operate from a legitimate business premise; and
  4. Fulfil five (5) eligibility criteria for innovation products: affordability, durability, large-scale accessibility, quality, and a focus on target groups.

 

Other Conditions:

  • Priority is given to new innovative products/services that have not yet been marketed (not yet commercialised);
  • Innovative products/services must assist target groups or promote inclusivity;
  • Must have sketches or a blueprint of the innovative product;
  • Priority is given to projects that can be completed within six (6) months; and
  • Products/services must be ready for commercialisation.

There are irresponsible parties claiming to be consultants or agents on behalf of SME Corp. Malaysia for implementing all SME Development Programmes. SME Corp. Malaysia has NEVER appointed any consultant or agent and does NOT impose any service charges for these programmes. Such claims constitute a serious offence.
