What is Inclusive Business (IB)

Based on the ASEAN Inclusive Business Framework (AIBF) endorsed in 2017, Inclusive Business (IB) models are businesses that provide goods, services, and livelihoods on a commercially-viable basis, either at scale or scalable, to people at the Base of the Economic Pyramid (BoP), making them part of the value chain of companies’ core business as suppliers, distributors, retailers, or customers.

 

Inclusive Business Value Chain Development Initiative  (IB-VCDI)

SME Corp. Malaysia is reaching out to businesses including GLCs, MNCs, large companies and MSMEs with aspiration for sustainable development to collaborate through the Inclusive Business Value Chain Development Initiative (IB-VCDI). IB-VCDI provides opportunity for the inclusive community to be integrated into the value/supply chain of IB Principal Companies that adopt Inclusive Business (IB) elements in their respective operations.

 

Launched in August 2022 as a pilot project, IB-VCDI aims to assist potential micro enterprises & inclusive communities including BoP community to generate income via integration into the value chains / supply chains of Principal IB Companies that are identified from amongst SMEs & large companies implementing IB models in their businesses to provide appropriate interventions to their respective target groups

 

Implementation Mechanism

  1. Coaching is provided to potential IB company to assist them to design IB business model prior to appointment as IB Principal Company (SP-IB)
  2. Appointed SP-IB to provide training to the inclusive community to ensure compliance with the IB project implementation requirements.
  3. Monitoring is undertaken on SP-IB and inclusive community during project implementation

 

IB Project

A synergistic approach to project implementation requires intervention by both the government and private sector. Interventions vary according to the projects undertaken by the anchor companies in order to integrate the inclusive community into their value/supply chain.

Tuan Haji Mohd Izham Abdullah

 

Tuan Haji Mohd Izham bin Abdullah is the Chief Operating Officer (Management and Leadership), as well the Chief Information Officer (CIO) and Chief Digital Officer (CDO) of SME Corp. Malaysia. As the CIO and CDO, he is responsible for developing and monitoring the implementation of the Digitalisation Strategic Plan (DSP) which outlines the strategic planning and directions for the usage of Information Communication Technology (ICT) in supporting the efforts towards achieving SME Corp. Malaysia’s overall goals, streamlining and integrating cross-functional processes between agencies to produce more efficient and effective services.

 

He is entrusted with coordinating the development, operation, and management of a complete and secure ICT system and infrastructure based on modular features, connectivity, interoperability, and portability. In addition, he determines the direction of the agency’s application system to reduce the time and cost of development, maintenance, and operation. He is concurrently responsible for preserving the integrity of electronic data, cyber security, encouraging information sharing, and providing methods for disseminating information electronically to officially authorised users, whether within or outside SME Corp. Malaysia.

 

He is also a member of the Policy and Development Committee or central committees, which formulate policies and are directly responsible to the Secretary General of MECD or the Chief Executive Officer of SME Corp. Malaysia. His other responsibilities include promoting the effective and cohesive use of ICT to achieve the strategic goals of SME Corp. Malaysia and acting as an agent and champion of change, spearheading the involvement of SME Corp. Malaysia in Government efforts to develop and implement public sector ICT projects that lead to changes in the management and administration of the public service, ensuring the security of ICT assets, determining ICT security requirements, as well as developing and coordinating the implementation of training plans and awareness programmes on ICT security.

Reporting of entrepreneurship and Micro, Small and Medium Enterprises (MSME) development programme through SME Integrated Plan of Action (SMEIPA) has been implemented since 2006. The main objective of SMEIPA is to coordinate, monitor and evaluate the implementation of entrepreneurship and MSME development programmes by Ministries and Agencies. Programme monitoring through SMEIPA is footing through programme achievements in the previous year as well as planned programme in the current year. The SMEIPA 2023 edition that was released in September 2023 focuses on the Government's continued support towards MSMEs, helping them withstand challenges and sustain their businesses, with the theme, ‘Progressive, Innovative, Inclusive and Sustainable MSMEs'.
